A Singapore-headquartered technology consultancy, is hiring a Technical Business Analyst for an assignment with the Ministry of Manpower (MOM).

You will connect business requirements with technical delivery across enterprise data platforms, integrated applications and public-facing digital services. The role covers platform improvements, data replication, testing and production support.

Your responsibilities
Investigate incidents and data discrepancies, coordinating technical teams and vendors to identify causes and restore reliable services.
Gather requirements, assess change impacts and document processes, user stories and acceptance criteria.
Support data replication and exchange services, including Oracle GoldenGate environments, data mappings and source-to-target dependencies.
Coordinate system integration testing (SIT), user acceptance testing (UAT), releases and post-deployment checks.
Contribute to platform modernisation, cloud adoption and improvements to scalability, resilience and operational efficiency.
Support security assessments, audits, penetration testing and vulnerability remediation in line with government ICT requirements.
Manage delivery dependencies, risks and stakeholder communication, keeping technical and operational documentation current.
What you bring
At least five years’ relevant experience in business or systems analysis, application support, integration services or enterprise data platforms.
A degree in IT, Computer Science, Information Systems, Engineering or a related subject.
Strong requirements analysis, troubleshooting and stakeholder management skills.
Working knowledge of Oracle databases, SQL, data structures and database concepts.
Experience with enterprise applications, APIs, integrations or data exchange platforms, including REST services and authentication methods.
Familiarity with Oracle GoldenGate, data replication or change data capture technologies.
Experience supporting testing, deployments and production operations, together with data migration, reconciliation, validation and quality management.
An understanding of cybersecurity, secure delivery and technology audit processes.
Knowledge of container lifecycles and Kubernetes environments, including image management, configuration and release promotion.
An understanding of infrastructure and networking, including firewalls, reverse proxies, load balancers, DNS and connectivity.
Familiarity with RHEL administration, log analysis and troubleshooting.
Experience using delivery tools such as Jira, Confluence, Azure DevOps or Git, alongside Agile, DevOps or DevSecOps practices.
Additional advantages
Experience with AWS, Government Commercial Cloud (GCC), monitoring tools or integration middleware would be valuable. Previous work on government technology programmes or customer-facing digital services would also be beneficial.
