What Companies Underestimate When Entering Eastern Europe

Many companies are entering Eastern Europe expecting lower costs, faster hiring, and an “easier” talent market than in Western Europe. On paper, the expansion often looks highly attractive. In reality, this is where many businesses make expensive assumptions.

What is underestimated is not the availability of people – it is the complexity of attracting, securing, and retaining the right talent in highly competitive and rapidly evolving markets.

Strong specialists already have options. International companies, remote-first employers, outsourcing businesses, and global tech brands are all competing for the same talent pools. Candidates today compare far more than salary alone: leadership quality, flexibility, decision-making speed, stability, growth opportunities, and company reputation all influence hiring outcomes.

This is where expansion strategies often begin to fail:

  • hiring processes move too slowly
  • leadership teams are not aligned on expectations
  • compensation is benchmarked incorrectly
  • local market dynamics are misunderstood
  • managers assume the employer brand alone will attract talent

The result?
Delayed launches. Poor-quality hires. Offer rejections. High early attrition. Burned-out teams trying to scale under pressure.

Eastern Europe is not a “cheap hiring market.” It is a highly educated, internationally connected, and increasingly selective talent market. Companies that approach expansion with outdated assumptions often discover too late that reactive hiring becomes far more expensive than strategic preparation.

Before opening a new office, support hub, tech team, or operational department in the region, companies should ask:

  • Do we understand the local talent landscape?
  • Is our hiring process competitive enough?
  • Can our managers make fast, structured hiring decisions?
  • Are we building a sustainable team or simply trying to fill vacancies quickly?

The companies that succeed in Eastern Europe are rarely the ones with the biggest budgets.
They are the ones who prepare their hiring strategy before expansion becomes operational pressure.
